Are you sure you don’t mean the Gemorah BK 83A? The gemorah of 15B (Rebbe Nossan) is dealing with a Kelev Ra (which is inherent danger, similar to a bad ladder (the other case in the gemorah there). I don’t think a Chihuahua counts (min Hastam) (but I’m not a posek, of course)
