Netz is a spark. When referring to sunrise, we use the term HaNetz Hachama (the sparking of the sun), or HaNetz to be brief. In yeshivish English one would say “the Netz” indicating that we are talking about a specific spark and not a random flick of the cigarette lighter.
And “vasikin” is a corruption of the term k’vasikin.
