If you want a simplistic solution for the surplus of older single girls with no consideration for its effect on society, I have a much simpler suggestion for you. Why don’t we just eliminate the Cherem of Rabbeinu Gershom and allow men multiple wives. Of course we may soon need to address a shortage of boys, but I’m sure the CR will come up with an answer for this problem too.
