cantoresq, IMHO if you believe that khakis and a blazer is attire befitting the honor and dignity of Shabbos, then it is not incongruous. But if you are wearing “casual Shabbos” dress then the lack of respect for Shabbos contrasts starkly with an authority in Torah.
