I bolded your mistake. “Extinguished” is not the important thing here, “Mechabeh” is. And in fact, you are “Mechabeh” each time you lower the flame even a tiny drop. So from high flame to medium flame is Mechabeh, even though the pilot did not go out and the burner did not go out. The important thing to remember here is that Mechabeh is allowed in some circumstances. But not in all.
