1) We most definitely should not protect a bad guy. But we may not deal with it by snitching to authorities. Let’s find other options.

3) I don’t understand your point here. A person who does something wrong can still get jail time. The only point I made is that I as a Torah observant Jew cannot be the one to give the person over to the authorities.
I would be glad to translate the Rambam, but I don’t have the time right now. And I don’t entirely trust the translated versions online.
