I can’t fathom how it would be assur to say Good Shabbos to someone. We’re not talking about stopping and chapping a shmooze. In most cases we’re talking about the Jewish hello, you nod, say GS and keep walking. That has nothing to do with tznius, it’s just basic mentchlichkeit.
