Like clearheaded mentioned, JCpenney also has skirts. I remember when I went there, this past fall, they had quite a few style of skirts available, at really great prices. For this spring/summer season, I didn’t see skirts, but there were a few dresses that would look nice with a top underneath. Also reasonably priced.
2 seasons ago, I found a few skirt by Kohl’s, but when I went last week didn’t see any skirts.
Also, if you do find a skirt and it seems a little short check the back of the hem and see if there is extra fabric to let out. Sometimes there is few extra inches which can make a big difference. You can take it to a seamstress to make a “false hem” She’ll take out the seams, bring it down and sew extra fabric behind. I have done it with dresses, too. Last year I found a dress by H & M and it was a little too short to my liking, but there was a good 3 inches of fabric at the hem so I had the seamstress bring it down and I bought extra black ruffled fabric for her to add to the hem. It looks very nice.
