“Yes someone that speeds all the time knows they are doing something wrong.”
They might know they are speeding, but they rationalize that it’s Ok. After enough tickets -they stop rationalizing.

The LG right now isn’t qualified, but maybe by informing him/her of their inappropiate behavior(s)- they will change. Why cause s/o to lose their job by speaking LH on them when you could accomplish the same thing by talking to them directly?!?!
