You said, “they’re the ones THAT approve it”. The proper English is “they’re the ones WHO approve it”. “Who” refers to people, “that” refers to non-people. The cow comment was a reference to the gum-chewing teenagers thread. (PETA would probably say that cows should be refered to as “who” as well)
