The Mishna Berurah writes that many places have the minhag to duchan on Simchas Torah by Shacharis (or not at all) because the Kohanim may be drunk. Nowhere does he say not to drink, unless it’s a place where they duchan by Mussaf. Not that I think out of control drinking and wild behavior is okay for Simchas Torah (although for Purim it’s fine), but the implication is that to a certain point there is no problem.
