Absolutely not! No one would dare smoke in any of the libraries nowadays. As for that hallway, you misunderstand the scenario. It’s a hallway that goes nowhere (it doesn’t pass any doors to anything, it’s simply a covered alleyway between ninth and tenth, it’s fairly new), and isn’t used by most people. And I don’t think anyone smokes there except when it’s raining or something like that, and even then it will only be a few yechidim once in a while. One thing I can say with certainty: While there are always people who break rules, by and large, no one smokes inside, and no one at all would ever smoke inside any of the beis medrash buildings.
