Unless the person who took the seat his his direct supervisor or higher up on the management chain, IMO, that was extremely unmenschlech to do that, even if the chair is NOT specifically the other person’s property. A person’s makom kavua (usual place) has importance to him. At the very least, he should have been asked if he would mind if the seat were exchanged with another one.
