Kozov – refer to Rational Irrational Man (which has a haskmoh from Reb Moshe – if my memory serves me correctly). He says that the American idea of extenuating emotional circumstances and the Torah’s idea of extenuating emotional circumstances is rachok mizrach mimaarav.
If a person can sanguinely sit in court a day after murdering innocent people – this is not the shoteh which the halacha might exonerate from responsibility.
