I can’t generalize, but based on one story I know, you’re right. Someone I know, who has a large family and sends his kids to MO schools, is making aliyah because he can’t afford tuition, although he has a large income. The tuition in MO schools, from what I’m told, is higher than in chareidi schools, and they (at least in this case) don’t easily give breaks.
