That would be correct, that is what I took when I went there a few shabbosim ago. I think it makes most sense based on the itineraries to spend monday and tuesday in Jerusalem, and then go to Haifa on Wednesday. Haifa is a two hour bus ride from Jerusalem. Then on Thursday, take a bus to the Kinneret (a must see)
If you are planning on staying overnight in Haifa, I recommend either the Gallery Hotel or the Hotel Theodor. They are both within easy walking distance of shuls and kosher food. And shopping.
