Rav Schachter mentions that “we would still be slaves” means that we wouldn’t have the Torah. We probably wouldn’t still physically be slaves. Most countries have gotten rid of slaves and history is full of slave revolts. But we wouldn’t have the Torah and “no one is called free unless they learn Torah”.
