I once heard (I don’t recall where/what) that the Machnisei Rachamim tefillah is, essentially, simply asking the malachim to do their job, as in to deliver the tefillos to Hashem as they are supposed to do, not that we are davening to them.
I’m not sure how “hishtadlu viHarbu sichina…”, though, fits into that.
