    Niztchu ereleim es hametzukim was adi at the peitra of rebi and is often used in levaya announcement in E”Y, it means that the metzukim – people down here wanted him, as did the erelim, the alochim and he malochim won.

    The intent in this case, was that the metzukim did NOT want him here, the malochim did NOT want him upstairs, the metzukim won and sent him off.

    I think you can say it even if he was a goy.

    The comment is based on R’ ovadia yosef supposedly cursing sharon after the disengagement and saying that he will be ill but shomayim will refuse to take him.
