    What is the best time to make a blessing on the hurricane? When it’s over? What if one is not aware that he is experiencing a hurricane, and thinks that it is merely torrential rain? In other words, what is the halachic definition of a hurricane – what conditions must be present in order to require the blessing>

    In theory, any torrential rain with high winds should merit an “Oseh Ma’aseh Beraishis” or a “Shekocho Ugvuraso Malei Olam”.

    or, in the form of the blessing that the rabbi in Fiddler on the Roof suggested for the Czar:

    May the Lord bless and keep Hurricane Irene . . . . far away from us.

    Since hurricanes were not a problem in Israel at the time that chazal were being m’taken brachos, they did not make one for hurricanes. Presumably you would make the bracha on thunder if your hear it, but that’s about it.

    Itche: Check Orach Chayim 227 (I believe). It gives a list of many things you make an “Oseh Ma’aseh Bereishis” or “Shekocho Ugvuraso Malei Olam” on (according to the Shulchan Aruch the two are interchangeable). Tremendous winds is one of those things.
