    Who’s at fault? Is it the addict or the doctor or the drug companies or the drug cartels? A combination is also Ok too!

    Most medical professionals only prescribe narcs when it is absolutely necessary.
    In such cases they will continue to get the narcs from their doctor. NO Need to get them illegally!

    You forgot to mention the parents and grandparents, either through epigenetics or more literally in cases when a baby is born already addicted to a drug.
