Why do people consider herbal tea a type of tea?

But the drink “tea” is an infusion made from cured and processed leaves of the tea plant. Using leaves of other plants will give youa n herbal infusion but its not “tea” no matter what you decide to call it. A hot drink made from chickory isn’t “coffee”.
