There needs to be aggressive enforcement of no parking rules for school buses on residential streets, including towing and severe fines for chronic violators. Yes, it will mean that the school bus companies/schools will have to pay for the drivers to get up earlier and work longer hours to pick up/return buses from/to approved commercial parking lots and depots but from what we read here frequently, the illegal parking situation on local streets has gotten out of control. The alternative is to eliminate school buses entirely and leave it up to the parents to get their kids to and from school like they do in some other cities, but that could be even more burdensome to some families lacking their own vehicles.

It’s not illegal for busses to park on the streets. If you want the law changed many bus drivers will get quite upset. Each bus is using between two to three spots though so I do understand why you’re upset. Bus drivers always complain about how hard it is for them to find parking spots. The problem is though that because space is at a premium for everyone it is too expensive for most yeshivos to afford parking lots for the busses.

The counter argument would be that each school bus allows one or more local families to avoid owning cars that would be needed for school transportation that otherwise would be parked on the same street. Also, in many communities, street parking in residential neighborhoods is restricted to non-commercial vehicles. Not sure what the rules are in your local area

From NYC Traffic rules Section 4-08:

    (5) Bus parking on streets prohibited. No person shall park a bus at any time on any street
within the City of New York, unless authorized by signs, except that a charter bus may park
where parking is otherwise permitted at its point of origin or destination. No operator of a bus
shall make a bus layover, except as otherwise provided in §4-10(c) of these rules.
Notwithstanding any local law or rule to the contrary, but subject to the provisions of the Vehicle
and Traffic Law, it shall be permissible for a school bus owned, used or hired by a public or
nonpublic school to park at any time, including overnight, upon any street or roadway, provided
said bus occupies a parking spot in front of and within the building lines of the premises of the
    public or nonpublic school.

The counter argument to that would be: Meh.

    School buses should be banned.

I think lowertuition11210 kind of ended the debate…

So based on the legal analysis of the NYC Code provided by Lowertuition 1120, all the school bus drivers in BP and Willy should also be designated as “Assistant rosh yeshivos” and they could designate their homes as an annex of the yeshiva and therefore legally park overnight??

The trade off should be to allow cars to park on said schools parking lot.

school buses (owned, used or hired by a public or private school) are legally allowed to park on residential streets on nights and weekends only if the spots are “in front of and within the building lines of the premises of the public or nonpublic school.”, according to the New York City Department of Transportation Traffic Rules, 2017 34 RCNY 4-08(k)(6).

How wide are the homes of these bus drivers that a school bus would fit in front?

Pushatayid…..I’ve heard that most school bus drivers in Brooklyn were really wealthy Russian oligarchs with big villas in Brighton Beach. For the few that live in BP or Willy, the standard building lot width of 28 ft. would obviously limit the vehicle to a busala and require some really awesome parallel parking skills.

The statute seems self contradictory. It’s actually a matter of debate precisely how to apply it.

it shall be permissible for a school bus owned, used or hired by a public or
nonpublic school to park at any time, including overnight, upon any street or roadway

Then it qualifies that it’s not really any street or roadway.
