If there are normal facial features, it is probably NOT genetic retardation. There are other causes of retardation besides genetic including: prenatal exposure to alcohol, drugs or other toxins,birth trauma (oxygen deprivation) lead poisoning, mercury poisoning, malnutrition, encephalopathy, brain injury, etc.
