The U.S. State Department is maintaining its highest-level travel warning for Libya, urging Americans not to travel to the country for any reason due to terrorism, crime, kidnapping, armed conflict and land mines.
The Level 4 “Do Not Travel” advisory includes extraordinary precautions for Americans who choose to visit Libya despite the warning, including preparing a will and end-of-life instructions, designating insurance beneficiaries and establishing power of attorney.
Travelers are also advised to leave DNA samples with a medical provider in case they are needed for identification by family members.
The State Department warns that fighting between armed groups and government forces can erupt with little or no warning, while weapons remain widely available throughout the country. Criminal organizations are involved in drug trafficking, human trafficking and smuggling, while kidnappings and targeted killings have previously affected U.S. citizens.
Americans who nevertheless travel to Libya are advised to establish a communication plan with family members, consider professional security services and develop a “proof of life” protocol with loved ones in the event they are kidnapped. Travelers are also urged to have an independent plan for leaving the country that does not rely on assistance from the U.S. government.
The ability of the U.S. government to assist Americans inside Libya is extremely limited because there is currently no operating U.S. Embassy in the country. Other dangers include terror attacks without warning, violent demonstrations, land mines and unexploded ordnance scattered across parts of Libya.
Israel’s National Security Council also maintains a high-level travel warning for Libya and advises Israelis to avoid traveling to the country.
