BAZAN DAMAGE: New Report Reveals Extent of Iranian Missile Strikes on Haifa Refinery

A newly released Israeli government document has revealed the full extent of the damage caused by Iranian missile strikes on the Bazan oil refinery complex in Haifa, indicating repairs are not expected to be completed before 2028.

According to the Interior Ministry’s draft order, the refinery sustained damage in two separate Iranian attacks—during Operation Rising Lion in June 2025 and again during Operation Lion’s Roar earlier this year. The first strike was the most severe, killing three Bazan employees and knocking out the facility’s power plant, forcing refinery operations to shut down. Bazan previously estimated the damage at between $150 million and $200 million.

The newly disclosed document reveals additional damage that had not previously been detailed, including hits to gas turbines, steam boilers, electrical rooms, and other critical infrastructure.

It also states that a fuel storage tank damaged in the attack cannot be repaired and must be replaced with a new tank capable of holding up to 12,700 cubic meters. The loss of storage capacity has affected the refinery’s ability to produce and supply gasoline.

While Israeli energy officials said emergency fuel reserves were not needed during the conflict, the document points to long-term operational challenges at one of the country’s most important energy facilities.

The draft order is intended to fast-track reconstruction work by exempting the refinery from certain permitting requirements, allowing repairs to begin more quickly.

  1. It’s amazing the difference what the Houthis and Iranians can rebuild in weeks what the west can’t do in years.
