The captain of a boat that capsized near Liberty Island in New York Harbor, killing a 27-year-old woman and a 5-month-old girl, has been arrested and charged with 13 counts of reckless endangerment.
Police identified the captain as 46-year-old Manuel Hernandez of Manhattan. The NYPD said 14 people were aboard the vessel; 12 were rescued, including 11 saved by the captain and crew of the first boat to arrive at the scene. The U.S. Coast Guard is also investigating what caused the boat to capsize.
