Is scented soap muttar on Shabbos?

My Rav holds that it’s muttar to use hand soap on Shabbos. But he also holds that the fragrant drops/sprays for the toilet (that goes into the water of the toilet), is assur because it’s molid rayach.

So lichora when i put fragrant soap on my hands, that’s ok because it’s my skin that’s smelling good. But, when i wash my hands, the tapwater gets scented with the smell. Even if i don’t care about the water being scented, isn’t it a psik reisha? I’ve never heard of people not using scented hand soaps. (aren’t most of them scented?)
