I know that you’re not serious about this, but nonetheless, it should be pointed out that the only way to allow Barack Obama (or George W. Bush or Bill Clinton) to run for the presidency again is with a Constitutional Amendment.
The President cannot issue a Executive Order in contravention of the Constitution.
