If you look at the T’shuvos throughout history, you see a different type of N’tiah in those who were actually involved in the community than those who just learned. It’s not looking for Kulas or finding extra Sha’as Hadchaks or anything like that. It’s that those who lived in the Tirchos of the Tzibbur had a different outlook on life, just like’s everyone’s experiences in life affect the way that they learn every Sugya.
