The same thing which is stopping anyone from issuing semicha to anyone else they fancy, qualified or not, based on whatever criteria or lack thereof they self-establish. I.e. nothing. Yet how many stories have you heard of charlatans issuing Semicha? Obviously people only take a semicha seriously if it comes from a reputable source. The same would be with a certificate.
