I don’t think this is murder. There is no direct shortening of life whatsoever. The water is available, the person just isn’t drinking. At absolute worst this is “Lo Sa’amod Al Dam Rei’echa”. If I were entitled to an opinion, I would be inclined to believe it’s actually Muttar.
