Rabbonim have said many, many times that if something wasn’t written down by them as a teshuva, it shouldn’t be taken as a psak by the general public. It may have been a psak for a specific person in a certain circumstance, or it may have been taken out of context. Did R’ Elyashiv zt”l or R’ Chaim Kanievsky shlita ever write a teshuva on the issue?
