Sam, are you claiming that R’ Moshe’s teshuvah was based on misinformation?
I dont have an answer here, but Many times I see the exact same quote in regards to tshushvas. For example There was a Psak recently from Rav kanivesky regarding Eiden and Smart phones and many said it was based on misinformation.
