Many acharonim believe that it only refers to positions of “absolute”power, as it was in pre-democratic times (and certainly in the gemoro and the Rambam’s times). Today, when all of someone’s actions can be reviewed ,challenged and overturned (even a President’s!),the original prohibition does not apply.
