Avi, linguistically correct but the Get Advocates have abused the term to mean any guy who was asked for a Get and declined to give it – even if no beis din rendered a verdict stating he had a halachic obligation to give one. And 99% of the cases in the news with the protests and all never had such a formal verdict as there are very few circumstances where Shulchan Aruch permits a beis din to mandate a divorce.
