Sparkly: I don’t know where you live but it is not as you say “where i live you can go up to 65 and cant get caught”.
In the USA, anyone can be stopped for going even 1 MPH over the speed limit. However, many police officers/state troopers will not stop motorists unless they are travelling at 10 MPH or more over the speed limit. In NYS, the fines and the points increase depending on how many miles over the limit the motorist is travelling. In NYC, the speed cameras allow for 10 MPH over the limit before the photo is taken (at least anyone I know who has received a speed camera ticket was going >10 MPH.)
