Joseph: Patently false. Both Satmar and Brisk have no problem accepting state funding for their shuls and Yeshivos (with the exception of the big ones that are funded by American dollars). And I’ve never heard of a sick person or pregnant woman pulling out a wad of cash at Bikur Cholim or Shaare Tzedek because they refuse to accept the state medical care.
