If you’re referring to Rabbi Mehlman’s certification of Dunkin Donuts stores, he told me that he only certifies the DD part of the store and NOT the Baskin Robbins, which he said he does not vouch for its kashrus status. (The kosher signs on the DD/BR are confusing in that.)
