Add a few years of post-HS learning before college (common even among those who don’t proscribe of the kollel lifestyle) and by the time the young man has a job to support a wife and family he is not so young anymore. It is not very practical to expect young men to wait until they are in their upper 20s or nearing 30 to get married.
