I didnt read much of the OPs original post, or many of the replies.
just wish to comment. Is it SO terrible if a child goes without peanuts or peanut based foods/snacks during school hours? So, peanuts, peanut butter and (insert your favorite food/snack containing peanuts here) isnt available to the student from 8am to 4pm. Is it the end of the world?
