GH: The issue can come up in modern times as follows: the bris milah of someone’s son is taking place on Rosh Chodesh. Since we usually make the bris right after davening in the morning, it is customary for the Avi Haben and the Sandek to wear their tefilin. Does the Avi Haben and the Sandek put their tefilin back on after musaf for the bris? I personally was told not to while my friends son-in-law was told to put his tefilin back on.
