There is a commandment to say Kries Shma in the morning which requires tefillin as it says to tie it on as a symbolism an os on your hand and head

Technically, they have nothing to do which each other – at least in terms of Halachah. There is a commandment ot say Krias Shma twice daily, and there is a non related requirement to wear Tefillin. (The Ritva I quoted is a Chiddush, and not Paskened LHalachah)
