Winnie, presumably you’re referring to Israeli non-Americans in that regard. (i.e. for Visas.) American citizens should be able to use the consulate in Jerusalem regardless of where they live. Indeed, American visitor don’t live in Israel altogether; but even if they do it shouldn’t matter which consulate they use.
