Homeless people are potentially eligible for jury duty, especially if they have a mailing address such as a PO Box. Shikurim are certainly not ineligible and many in fact unquestionably serve on juries. Virtually any low life is eligible to serve on juries and as long as they’re over 18 and weren’t convicted of a crime they can and do serve on juries.
