Chabad in EY does not check with 770 on day-to-day questions that arise on their relationship with various government agencies or how they react to various policy issues. While others may disagree, the determination of a Chabad shita is considerably more local and decentralized than those of other Chassidus where there currently is a Rav who directs their policies and practices in real time.
