Joseph, I live in Lakewood and there are issues with phone service in the morning because the providers get overloaded. If you use google voice which is over the internet you don’t have so many issues.
There is a setting for “use WiFi And data only” so that your provider won’t charge you. I don’t know the technicalities, just that it works.
