It is almost 100 years since RMS started the DY. Ger was in favor but Chabad was nod. I know they make siyumim in Chabad Yeshivas quite often. While I never spoke in learning with him some people believe that I am a תלמיד of Rav Mentlick. z”l. Harav Rivkin z”l was the masmich and menahel of Torah Vodaas where the Rebbe RMMS was very revered. I was friendly with his einekel who was also a descendant of the Buffalo Rov and many admorim .
