Have you spoken to the Chabad shaliach in SJ? I was stranded in SJ over shabbos about 18 months ago ( with an airline mechanical issue) and met a wonderful young rav whose name I forget who was originally from Argentina and Western Canada. My presumption is that since each Chabad program is self-funded , they would need to raise money to update and maintain the facility which would be a huge challenge for a shaliach who I presume is already struggling financially. I’d be interested if you have spoken with that Rav or whoever is the current Shaliach whether it would be remotely financially feasible.
