They check how many votes are still left to be counted and what is the statistical trend in the area. If the state has a majority for one candidate, the number of electoral votes is accumulated for that candidate. The total required is 270 to win which is the majority of the total electors of 538 comprising of the number of the senators and legistlators in Congress. If there is a split of 269, the House of Representatives will decide the result. This is called The Electoral College appointed by legislature of each state. Usually the electors vote in December according to the majority of each state.
